The cooldown can be reset: Run Gun -> Revel in Slaughter -> Run Gun again, even in the same turn However the reset is conditional (requires 3 or 2 kills) Charge on the otherhand always just works (even if its 1 turn), and there are shoes that reduce its AP cost by 1 So imo both are great
